According to a 2019 release by the FBI, “China is the world’s principal infringer of intellectual property, and it uses its laws and regulations to put foreign companies at a disadvantage and its own companies at an advantage.”
The cost of Chinese and other nations’ theft of intellectual property ? pirated software, aircraft designs and much more ? is estimated to be between $225 billion and $600 billion annually.
The Chinese espionage effort, which includes its theft of intellectual property, reached Lockheed-Martin and its suppliers. In 2007 and 2008, it stole terrabytes of design data on the F-35 strike aircraft. China’s J-35 stealth aircraft bears a strong visible resemblance to the F-35.
The United States is probably equal to China now in the development of artificial intelligence, but how long can that last if China simply steals what it needs to know to propel its own efforts?
Since President Trump entered his second term, U.S. Cyber Command (USCYBERCOM) has taken a more offensive approach and strategy.
Gen. Joshua Rudd, commander of USCYBERCOM and director of the National Security Agency, testified before Congress on June 5: “China seeks a world order more amenable to the Chinese Communist Party’s vision and ideology ? and views cyber as a critical domain for modern warfare. Not only is China confronting us in cyberspace, it is also expanding its sway in the Pacific while insisting that it is only acting to defend itself. China has constructed a substantial cyberspace operations force, supported by capable and adaptive enablers in its native defense, cybersecurity, and information technology industries.”
USCYBERCOM acts by “persistent engagement,” taking the initiative daily by hunting and contesting adversary networks and “defending forward,” operating on foreign networks to identify malware, mapping adversary infrastructure, and neutralizing threats at their source.
But is that enough? China is our adversary, regardless of how President Trump feels about Chinese leader Xi Jinping. It must be treated accordingly.

중국 및 다른 국가들이 소프트웨어 표절, 항공기 설계 등 지식재산권을 도둑질해 가는 금액이 연간 2250억∼6000억달러로 추정된다.
중국의 첩보 활동은 지식재산권 절취는 물론이고, 록히드 마틴과 그 공급업체들까지 침투했다. 2007년과 2008년에 중국은 F-35 전투기 설계 데이터 수 테라바이트를 훔쳤다. 중국의 J-35 스텔스 전투기는 외형적으로 F-35와 매우 유사하다.
미국은 인공지능 개발에서 중국과 어쩌면 동등할 수 있다. 하지만 중국이 자국의 인공지능 개발을 가속화하기 위해 필요한 정보를 단순히 훔쳐 가기만 한다면 그 균형이 얼마나 오래 유지될 수 있을까?
트럼프 대통령이 두 번째 임기를 시작한 이후, 미국 사이버 사령부(USCYBERCOM)는 보다 공격적인 접근과 전략을 취하고 있다.
USCYBERCOM 사령관이자 국가안보국장인 조슈아 러드 장군은 6월 5일 의회에서 증언했다: “중국은 중국 공산당의 비전과 이념에 더 순종하는 세계 질서를 원하며, 사이버 분야를 현대전의 핵심 영역으로 보고 있다. 중국은 사이버 공간에서 우리와 대립할 뿐만 아니라, 그들 스스로를 방어하기 위해 행동한다고 주장하면서도 태평양에서 영향력을 확대하고 있다. 중국은 자국 국방, 사이버보안, 정보기술 산업의 유능하고 적응력 있는 지원자들의 지원을 받아 상당한 사이버 공간 작전 전력을 구축했다.”
USCYBERCOM은 ‘끊임없이 적극적인 대응’을 하며, 매일 적의 네트워크를 사냥하고 대응하며 ‘선제적 방어’로 외국 네트워크의 악성코드를 식별하고, 적의 인프라를 매핑하며, 위협을 근원부터 무력화한다.
하지만 그것만으로 충분할까? 중국은 우리의 적이며, 트럼프 대통령이 중국 시진핑에 대해 어떻게 생각하든 상관없다. 그에 준하여 적절하게 다뤄져야 한다.
